Each political subdivision, unless it is a state entity, has its own procurement code or policy. Each protest requires great speed and a thorough understanding of the procedure that can only be gained by reading the procurement policy. Additionally, parts of the authority come from the State Engineer’s Office and the Procurement Review Panel, for which authority is not readily available in the sense of being published in an organized fashion.
